    Two days of debates in Brussels opened with a minute's silence for the estimated 300 migrants who drowned last week whilst trying to land on Europe's shores. MEPs discussed EU relations with Russia, demanding that respect for human rights and security of gas supply be put at the top of the agenda. They also agreed to expand the eco-labelling scheme and backed more investment in energy-efficient housing.

    The penultimate Parliamentary session of the 2004-2009 term took place in Strasbourg from 21-24 April. Read our day by day account of one of the busiest sessions ever held. It took in new caps on roaming charges when phoning from abroad, liberalisation of Europe's gas and electricity market and steps to make it easier for people to seek medical treatment abroad.

      2009-04-01 - EU Economic Recovery plan: Commission and Industry agree on swift implementation of public private partnerships in Research and Innovation

      On the eve of the G20, where the different plans for economic recovery will be discussed, EU Commissioner for Science and Research Janez Potocnik, today agreed with high-level representatives of the automotive, construction and manufacturing sectors that smart investments in clean technologies should be made within a public private partnership framework. They recognized the importance of coordination of such investments at EU level.

      2009-04-27 - New ERC Scientific Council members appointed

      The European Commission has appointed three new members of the Scientific Council of the European Research Council (ERC), the EU funding body for frontier research. The Scientific Council is an independent body whose role is to determine the ERC’s scientific strategy and ensure that its operations are conducted according to the requirements of scientific excellence. The three members were selected following an independent identification process including consultation of the scientific community. The new members have a four year term of office.

        2009-04-16 - 'Ballistic spin resonance' offers innovative approach to flipping spin

        Researchers in Germany and Canada have developed a new technique called ballistic spin resonance that 'flips the spin' of unpaired electrons without using oscillating fields, which are cumbersome to generate on microchips. The innovative method, published in the journal Nature, is a step forward for controlling spin in semiconductors and has implications for quantum computing.

        2009-04-01 - New drug combats HIV in monkeys resistant to antiretroviral therapy

        Researchers in Austria, the UK and the US have tested a new drug on monkeys infected with SIV, the simian form of the human immunodeficiency virus (HIV), and observed that it helped to reduce viral levels in animals that did not respond to antiretroviral therapy (ART). Their findings, published in the Journal of Immunology, provide encouraging evidence that the drug could be used in combination with ART to combat HIV/SIV infection.

        2009-04-01 - Study highlights learning difficulties in children born extremely prematurely

        Children born extremely prematurely (before the 26th week of pregnancy) face a high risk of developing learning difficulties by the age of 11, according to UK research published in the Archives of Disease in Childhood Fetal and Neonatal Edition. The findings are an outcome of the EPICure study, which was launched in 1995 with the goal of tracking the survival and long-term health of all babies born below 26 weeks gestation in the UK and Ireland during that year.

        2009-04-02 - Diabetes + abnormal heart rhythm = higher heart disease risk

        Diabetics who have atrial fibrillation (abnormal heart rhythm) have a stronger chance of succumbing to other heart-related problems and death, new research shows. The results from the ADVANCE[2] study, conducted by an international group of scientists, were recently published in the European Heart Journal.

        2009-04-03 - New cells in the human heart a beat away

        Researchers at Sweden's Karolinska Institute have answered the disputed biomedical question of whether the human heart generates new cells or is equipped from birth with a prescribed number that decreases over time, unreplenished. Their findings, funded in part by the EU and published in the journal Science, show that in the course of a human life, fewer than half of some heart cells (cardiomyocytes) are in fact replaced. Analysing this process further could prove immensely beneficial as a means to treat cells damaged by heart attacks and to redirect therapeutic strategies.

         There is a prevailing idea in society that women are innately equipped through their gender and genes to deal calmly with the rigors of pregnancy, childbirth and childcare. But a new study from the UK's University of Warwick suggests this may not be the case and that many women, in fact, feel both ill-equipped and ignorant when it comes to the challenges of pregnancy and motherhood.

        EU-funded researchers have worked out how a gene called PTPN2 contributes to the development of type 1 diabetes. The scientists hope their findings will lead to the creation of new therapies to treat the condition. The research, published recently in the journals Nature Reviews Endocrinology and Diabetes, was partly supported by the EU through the SAVEBETA ('Molecular pathways underlying decreased beta cell mass in diabetes mellitus') project, which is financed under the 'Life sciences, genomics and biotechnology for health' Thematic area of the Sixth Framework Programme (FP6).

        2009-04-06 - Study finds no link between vitamin D deficiency and SAD

        Winter is synonymous with skiing, tobogganing and hot cocoa. But for many, it is the season of the blues. With winter come shorter days and less sunlight, and a lack of vitamin D has been linked to depression and the symptoms of seasonal affective disorder (SAD). But researchers from the University of Warwick in the UK have found that there is no clear link between vitamin D levels in the blood and depression. Their findings are published in the Journal of Affective Disorders.

        2009-04-08 - Scientists identify genetic risk factor for common skin condition

        Scientists have identified a genetic variant that appears to be linked to an increased risk of developing the skin condition atopic dermatitis. The researchers hope their findings will lead to the discovery of new drugs to treat this chronic condition. The research, which is published online by the journal Nature Genetics, was supported in part by a Marie Curie researcher mobility grant from the EU.

        Tobacco use triggers a number of common diseases in humans including heart disease and lung cancer. However, a group of scientists from Europe may be tobacco's saving grace. They successfully used genetically modified tobacco plants to generate medicines for a number of autoimmune and inflammatory diseases. The study was part of the Pharma-Planta project, which was funded under the EU's Sixth Framework Programme (FP6) to the tune of EUR 12 million. The study's results were recently published in the open access journal BMC Biotechnology.

        An international study of malaria led by researchers in the UK shows that the effectiveness of the widely used anti-malaria drug sulfadoxine may vary widely across Africa because malaria parasites in different parts of the continent have developed different resistance mutations to the drug.

        In one of the largest genetic sequencing efforts of a complex disease, an international team of EU-funded scientists has identified nine new genes on the X chromosome that play a role in learning disabilities. The study is published in the journal Cell Host and Microbe.

        European researchers have shed light on one of life's biggest mysteries: why do some people perform well in the wee hours of the morning, while others kick-start their energy in the evening? Led by Professor Christina Schmidt from the Cyclotron Research Centre at the University of Liège in Belgium, a team of researchers investigated how the length of time we have been awake and the time of day influence our alertness and ability to concentrate. The findings of the neuroimaging study have been published in the journal Science.

        An international study led by researchers in the UK has shown that in natural gas fields, which have stored carbon dioxide (CO2) and other greenhouse gases over millennia, most of the CO2 is stored by means of dissolving in water, rather than precipitating into minerals. Their findings, published in the journal Nature, have major implications for the study of the long-term effects of underground carbon storage.

        A Dutch researcher has discovered that exposing soil and sediment invertebrates like worms and springtails to toxic chemicals can give a more accurate test of soil contamination. Dr Miriam León Paumen of the University of Amsterdam also found that prolonged exposure can have a significant impact on the lifecycle of these invertebrates. Her findings give weight to the theory that gradual effects cannot be assumed in risk assessments for soil and sediment contamination.

    2009-04-24 - More eco-friendly products for a low carbon future

    The European Commission welcomes today’s adoption by the European Parliament of its proposal to push ahead the shift towards a low-carbon economy. The legal framework has been enlarged to all energy related products. So far eco-design requirements were restricted to energy-using product, such as boilers, water heaters, computers, televisions or industrial fans. If industry fails to act voluntarily, it will now be possible to set such standards for all energy related products including products which have a significant indirect impact on energy consumption during use, such as water-using devices and windows. Today’s vote allows a 1st reading adoption as the Member States have signalled their agreement.

    2009-04-27 - Barca Report: Commissioner Danuta Hübner and Fabrizio Barca present reform proposals for EU Cohesion Policy

    Danuta Hübner, European Commissioner for Regional Policy, and Fabrizio Barca, Director General in Italy's Ministry of Finance and Economy, today present the findings of the "Barca Report - an agenda for a reformed Cohesion Policy". The report, requested by the Commissioner, sets out the rationale for a European Cohesion Policy and puts forward recommendations for a comprehensive reform based on ten "pillars". Doctor Barca's proposals have been developed in full independence from the Commission, with input from academic experts and Member State officials following a series of meetings held throughout 2008. The report is part of a thorough reflection process on the future policy post-2013, which began in 2007 with the Fourth Report on Economic and Social Cohesion.

    2009-04-02 - Commission consults publishing SMEs on innovation barriers and new business models

    The Commission has launched its first ever consultation devoted to Small and Medium Enterprises in the publishing sector: books, newspapers, and magazines. Publishing now provides nearly 700 000 jobs, in around 80 000 companies across today’s 27 Member States, most of them SMEs. The consultation will map out how publishing SMEs are responding to the evolving business environment and the changes brought about by new technologies. The results will help to better understand the difficulties publishing SMEs face and identify ways action at national and EU level can strengthen the sector during difficult economic times.

    2009-04-03 - .eu: three years on, three million domain names

    Three years after its launch, the .eu top-level internet domain continues to be a success story. There are now more than three million internet domains under Europe's own top-level domain. Even the financial crisis has not stopped this growth: the number of .eu domains increased by 2% during the first quarter of 2009, and .eu was firmly entrenched as the fifth most popular country code top-level domain worldwide. By promoting a distinctly European online identity .eu can help citizens and businesses to reap the full benefits of Europe's single market. Multinational companies and SMEs, NGOs, think tanks as well as citizens have all adopted .eu to mark their web presence. They are not the only ones. Early last month, Sweden made a symbolic gesture by being the first Member State to adopt ".eu" for its official website dedicated to the Presidency of the European Union that will start on 1 July: www.se2009.eu.

    2009-04-20 - Commission calls on mobile operators to continue to improve child safety policies

    50% of 10 year-old, 87% of 13 year-old and 95% of 16 year-old children in the EU have a mobile phone, but half of European parents worry mobile phone use might expose their children to sexually and violently explicit images (51%) or bullying by other children (49%), according to a survey. The European Commission today called on mobile operators to do more to keep children safe while using mobile phones by putting in place all the measures in the voluntary code of conduct, signed by 26 mobile operators in 2007. A report just published by the GSM Association, the trade body of the mobile phone industry, showed that national self-regulatory codes based on the framework agreement brokered by the European Commission now exist in 22 Member States, 90% of them in line with the 2007 agreement, and 80% of operators have put in place measures to control child access to adult content.

    2009-04-22 - Cost of roaming texts, calls and data services to plummet from 1 July

    A text message sent from abroad in the EU will cost no more than €0.11 as of 1 July, instead of €0.28 today. The times where consumers had to expect "bill shocks" for downloading a picture or a movie with a mobile phone while roaming in the EU are over. The European Parliament, in its plenary session in Strasbourg, today voted by a large majority in favour of new EU rules on SMS and data roaming, proposed by the European Commission in September 2008. The Parliament also voted for further cuts in the price of mobile phone calls while roaming in another EU country. The present cap for a mobile phone call made abroad will progressively drop from €0.46 to €0.35 per minute by July 2011, and from €0.22 today to €0.11 for mobile calls received while roaming abroad. Mobile operators will also be required to bill roaming calls by the second from the 31st second at the latest, which will end the current practice under which consumers are overcharged by up to 24%. As the Council of EU Telecoms Ministers has already signalled its agreement with the new roaming rules, today's vote paves the way for an entry into force of the new rules just in time for the summer holidays. European consumers are expected to save up to 60% on their bill for using a mobile phone abroad in the EU.

    2009-04-27 - EU Commissioner Reding calls for preventive action to make the EU resilient against cyber attacks

    In a video posted on her website this morning, Viviane Reding, the European Union's Commissioner for Information Society and Media, called on Member States to act to ensure that Europe's electronic communication networks are well protected. While being the backbone of most other crucial services, such as energy and water distribution, air and road traffic control or banking, European critical information infrastructures are themselves under constant threat of technical breakdowns and cyber attacks.

    2009-04-01 - Adapting to climate change: the European Union must prepare for the impacts to come

    The European Commission presented today a White Paper outlining actions needed to strengthen the Union's resilience in coping with a changing climate. Recent findings indicate that the impacts of climate change will be swifter and more severe than indicated by the Intergovernmental Panel on Climate Change in their 2007 report. Europe will not escape these effects and must therefore prepare to cope with them. The impact of climate change will have varying regional implications meaning that most adaptation measures will need to be taken nationally and regionally. The framework presented by the Commission sets out a two-phase strategic approach to adapting to the impacts of climate change in the EU which complements actions taken by Member States through an integrated and coordinated approach.

    2009-04-02 - Commission sets out climate change adaptation plans

    The European Commission has set out a strategy to help the EU cope with the impacts of climate change. In the White Paper 'Adapting to climate change: Towards a European framework for action', the Commission points out that even if greenhouse gas emissions are successfully reduced on a global scale, the greenhouse gases we have already released into the atmosphere will remain for some time yet, meaning that a certain degree of climate change is now inevitable. Meanwhile, recent research suggests that the impacts of climate change will be greater and felt sooner than many had expected.

    The Council of the European Union has given its official stamp of approval to the climate and energy package, which comprises several pieces of legislation designed to help the EU tackle climate change. Under the package, the EU has committed to reducing its greenhouse gas emissions by 20% by 2020. The Commission first put forward the climate and energy package back in January 2008.

    2009-04-23 - Commission welcomes adoption of climate and energy package

    The European Commission welcomes the formal adoption today of the climate and energy package and legislation to reduce CO2 emissions from new cars and transport fuels. The measures, agreed in December, put Europe firmly on the road towards becoming a low-carbon economy and will increase energy security. The package sets legally binding targets to cut greenhouse gas emissions to 20% below 1990 levels and to increase the share of renewable energy to 20%, both by 2020. It will also help achieve the EU's objective of improving energy efficiency by 20% within the same timeframe. The package makes Europe the first region in the world to implement such far-reaching, legally binding climate and energy targets. It represents an important contribution to reaching an ambitious international climate agreement at the United Nations climate conference in December.

    2009-04-23 - Commissioner Vassiliou welcomes the European Parliament's positive contribution to building a ‘Europe for Patients’

    Today, the European Parliament voted on three important health policy initiatives; patients' rights in cross border healthcare, improving patient safety and an EU strategy on rare diseases. These actions mark an important step forward in providing patients with better opportunities and access to healthcare in Europe. The first reading vote on cross border healthcare endorses the Commission's proposal and further emphasises patients’ rights and the need for quality and safety in healthcare. Patients need clear information on their rights and conditions when seeking healthcare in another EU country. The European Parliament also highlighted in all three health votes the need for enhanced cooperation between all EU Member States, in order to pool knowledge and expertise to maximise health benefits for all.

    The European Community, represented by the European Commission, has today become the owner of the European Geostationary Navigation Overlay Service (EGNOS) infrastructure and entrusted the company ESSP SaS with the operation of the system. EGNOS is the precursor of Galileo, the global navigation satellite system that the European Union is developing.

    2009-04-02 - First European airlines offering in-flight use of mobile phones thanks to EU-wide ground rules

    More and more European air passengers are being offered the choice to use their normal mobile phone to send text messages, browse the web or even make calls on board airplanes. One year after the European Commission put in place common rules for safe use of mobile phones on aircrafts and for simple and non-bureaucratic authorisations of this essentially cross border service, 27 European aircraft have been equipped to allow the secure use of standard GSM handsets onboard aircraft while flying in European airspace. The number of aircrafts enabled for in-flight use of mobile phones is expected to double by the end of the year.

    2009-04-04 - EU and Africa join forces to develop aviation cooperation

    Cooperation between Africa and Europe in air transport is on the eve of a new start. Following the two days EU-Africa aviation conference, which took place in Windhoek on 2-3 April 2009, the EU Commission and the African Union Commission have agreed on the principle for an ambitious common strategic framework to develop safer and more sustainable air transport. This framework should contribute to boosting air transport in Africa and creating new opportunities between both continents. Several initiatives have been discussed in safety, economic regulation, air traffic management, navigation aids, environment and security.

    2009-04-02 - Commission publishes new report on national strategies to ensure coexistence of genetically modified crops with conventional and organic farming

    Member States have made significant progress in developing coexistence legislation during the last years. This development of the legislative framework has gone hand in hand with a moderate expansion of the cultivation of GM crops. At the present time there is no indication of the need to deviate from the subsidiarity-based approach on coexistence. The Commission will continue to develop recommendations for crop-specific technical segregation measures together with Member States and stakeholders. These are the main conclusion of the second report from the European Commission on the coexistence of GM crops with conventional and organic farming, published today.

    2009-04-21 - Less Favoured Areas: Commission intensifies cooperation with national authorities to simplify and better target the aid

    The European Commission today adopted a Communication paving the way for a new classification of agricultural areas with natural handicaps. With the help of scientific experts, the Commission has identified 8 soil and climate criteria as a basis for objectively and clearly classifying such areas. However, before presenting a legislative proposal, the Commission needs more data to assess their feasibility. Therefore, Member States are asked to provide simulations using national data to show how the criteria might work. The new classification system is likely to be in place in 2014; meanwhile the current system remains in force. This review exercise does not affect mountain areas (already classified based on objective common criteria) or areas with specific handicaps (e.g. islands and coastal areas) which are classified according to those specific handicaps.

    2009-04-27 - European Commission launches competition to create a new EU organic logo

    Organic food meets fresh design: The European Commission's Directorate-General for Agriculture and Rural Development is inviting all design and art students from the 27 EU Member States to enter the EU-wide organic logo competition. The competition offers a prize that money just can’t buy: The winning logo will be introduced as the official logo for organic products throughout the European Union in July 2010. On the eve of the organic logo competition launch, Mariann Fischer Boel, European Commissioner for Agriculture and Rural Development, said: "The new organic logo will bring identity to the organic sector in the EU. It will help in creating the single market, and that's good news for producers and consumers."

    2009-04-06 - Ecodesign: Commission adopts rules to reduce electricity consumption of external power supplies

    The Commission has adopted today a new regulation to improve the energy performance of external power supplies, which is expected to cut their electricity losses by nearly a third by 2020. The resulting savings of 9 TWh is enough to power Lithuania for a year and will reduce annual CO2 emissions by more than three million tonnes.

    2009-04-21 - European Parliament votes to support new rules strengthening the EU internal energy market

    President Barroso and Energy Commissioner Andris Piebalgs have welcomed today's vote of the European Parliament backing new rules to strengthen the EU's internal energy market. The new legislation is expected to give consumers more protection and the benefit of the lowest possible energy prices while offering companies the chance to compete on a level playing field. In addition the legislative package will promote sustainability by stimulating energy efficiency.

    Today the Council adopted a Regulation to transpose into Community law the new multi-annual recovery plan for Eastern bluefin tuna adopted by the International Commission for the Conservation of Atlantic Tunas (ICCAT) at its annual meeting in Marrakech, Morocco, in November 2008. It is crucial that this plan is implemented by all ICCAT Contracting Parties this year for the main fishing season which will start on April 16.

    As one of the world's fastest growing food sectors, aquaculture, already provides the planet with about half of all the fish we eat and still has a lot more to give. The EU has put in place high standards to keep sustainable growth at the heart of aquaculture's approach and methods; our aquaculture industry leads the world in research and technological development. Yet this progress in excellence has not been reflected in production, which has levelled off in the EU, while there has been strong growth in some other parts of the world. In the Communication it is presenting today the Commission sets out to address this state of affairs and give fresh impetus to sustainable growth to the EU's aquaculture sector.

    2009-04-22 - Open debate on the future of the European Common Fisheries Policy

    Today, the European Commission adopted a Green Paper on the future of the EU's Common Fisheries Policy. The paper analyses the shortcomings of the current Policy and launches a broad public consultation on how these shortcomings should be tackled. Fishermen and other interested parties from the sector, but also scientists, civil society and interested citizens, are invited to respond and have their say until 31 December 2009 on the future face of European fisheries. The consultation is the first step of the process which should bring about a radical reform of the Common Fisheries Policy.

    2009-04-22 - Commission welcomes Parliament's support for a new control system for EU fisheries

    The European Commission has welcomed the support provided by the European Parliament today to its proposal for a new fisheries control system designed to ensure compliance with the rules of the Common Fisheries Policy (CFP). Control lies at the heart of the CFP, because the policy's credibility depends on effective implementation and enforcement of the agreed rules. Last November, the Commission proposed a root-and-branch overhaul of the existing control system to have a new, more efficient system which would foster a culture of compliance with fisheries rules and create a level playing field for Europe's fishermen. The Parliament tabled several amendments today, but retained most of the key elements of the Commission's proposal.

    Today the Council adopted a Regulation to transpose into Community law the new multi-annual recovery plan for Eastern bluefin tuna adopted by the International Commission for the Conservation of Atlantic Tunas (ICCAT) at its annual meeting in Marrakech, Morocco, in November 2008. It is crucial that this plan is implemented by all ICCAT Contracting Parties this year for the main fishing season which will start on April 16.

    2009-04-08 - Fisheries: Unlocking European aquaculture's full potential

    As one of the world's fastest growing food sectors, aquaculture, already provides the planet with about half of all the fish we eat and still has a lot more to give. The EU has put in place high standards to keep sustainable growth at the heart of aquaculture's approach and methods; our aquaculture industry leads the world in research and technological development. Yet this progress in excellence has not been reflected in production, which has levelled off in the EU, while there has been strong growth in some other parts of the world. In the Communication it is presenting today the Commission sets out to address this state of affairs and give fresh impetus to sustainable growth to the EU's aquaculture sector.

    2009-04-22 - Open debate on the future of the European Common Fisheries Policy

    Today, the European Commission adopted a Green Paper on the future of the EU's Common Fisheries Policy. The paper analyses the shortcomings of the current Policy and launches a broad public consultation on how these shortcomings should be tackled. Fishermen and other interested parties from the sector, but also scientists, civil society and interested citizens, are invited to respond and have their say until 31 December 2009 on the future face of European fisheries. The consultation is the first step of the process which should bring about a radical reform of the Common Fisheries Policy.

    2009-04-22 - Commission welcomes Parliament's support for a new control system for EU fisheries

    The European Commission has welcomed the support provided by the European Parliament today to its proposal for a new fisheries control system designed to ensure compliance with the rules of the Common Fisheries Policy (CFP). Control lies at the heart of the CFP, because the policy's credibility depends on effective implementation and enforcement of the agreed rules. Last November, the Commission proposed a root-and-branch overhaul of the existing control system to have a new, more efficient system which would foster a culture of compliance with fisheries rules and create a level playing field for Europe's fishermen. The Parliament tabled several amendments today, but retained most of the key elements of the Commission's proposal.
