      President Barroso has today written to EU Heads of State and Government informing them of the next steps in the Commission's work on climate action. President Barroso underlines that the international process needs to continue, building on what could be agreed in Copenhagen and finding new ways to instil trust back into the process. He states that an important element in the strategy is the implementation of the fast start financing for developing countries agreed in December.

        A group of experienced European actors have launched a declaration requesting the significant simplification of the administrative burden and the financial framework of European research funding. This is in line with the recommendations and conclusions of many European expert groups. The key message of this recent and bottom- up declaration is that funding of European research should be based on trust and responsible partnering. Research has to be funded according to the nature of research while at the same time ensuring an appropriate level of accountability.

        A new report highlights the impact of major political events such as wars and revolutions on countries' scientific output. The study is based on an analysis of the 'Web of Science' database of scientific publications over the past 30 years. It was written by Science-Metrix, a company specialising in the evaluation of research and development (R&D) support systems.

        Austrian social scientist Professor Helga Nowotny has been named as the new President of the European Research Council (ERC) and Chair of the ERC Scientific Council. Professor Nowotny will take up her new role on 1 March. Professor Nowotny is currently Vice-President of the ERC and Vice-Chair of its Scientific Council. Her colleagues on the Scientific Council, which is made up of eminent researchers from across Europe, unanimously elected her to her new post.

          Researchers from Japan and the UK have discovered that slime mould can be used to give varied technological systems a boost. Published in the journal Science, the research is part of the MMCOMNET ('Measuring and modelling complex networks across domains') project, which received EUR 1.5 million under the 'New and emerging science and technology' (NEST) activity of the EU's Sixth Framework Programme (FP6).

          We have witnessed major advances in optical information processing over the years but there are still some hurdles we need to jump over if we want to secure better photonics networks. The PHOCUS ('Towards a photonic liquid state machine based on delay-coupled systems') project is meeting this challenge head on; it is designing and launching photonic systems that communicate through light for fast signal and versatile handling. The project is funded under the 'Information and communication technologies' (ICT) Theme of the EU's Seventh Framework Programme (FP7) to the tune of EUR 1.81 million.

          Researchers have discovered how old and damaged mother cells are able to produce healthy new daughter cells, a process which has been a mystery to scientists until now. The ground-breaking research was partly funded by the EU and is published in the journal Cell.

          2010-02-04 - Researchers find DNA-obesity link

          Around 7 in every 1000 morbidly obese people are missing a section of their DNA (deoxyribonucleic acid) that contains around 30 genes, say the results of an EU-funded project published in the journal Nature. The authors of the study, from Imperial College London (ICL) in the UK and 10 other European research centres, suggest that the missing DNA may have a dramatic effect on the weight of the affected people.

          An international team of scientists has developed an innovative way to track the transmission of methicillin-resistant Staphylococcus aureus (MRSA) in a single hospital setting. Presented in the journal Science, the findings demonstrate how this unique method can 'zoom' from large-scale inter-continental transmission events to the much finer detail of person-to-person infection of MRSA in just one hospital.

          The EU is supporting a new investigation into the performance of health care systems across its Member States. The EUR 3.99 million study will first be carried out in 7 EU countries, with more expected to follow during the project's 4-year lifespan. The EUROHOPE ('European health care outcomes, performance and efficiency') project received EUR 3 million in funding under the Health Theme of the EU's Seventh Framework Programme (FP7) and is being coordinated by the Centre for Health and Social Economics at Finland's National Institute for Health and Welfare (THL).

          More than 170 million diabetics worldwide may soon breathe a sigh of relief thanks to an international team of scientists that has uncovered the culprit that triggers this debilitating disease. Presented in the journal Nature, the study's findings show that the previously unstudied gene known as RFX6 is responsible for congenital diabetes.

          EU-funded scientists have discovered that the presence of low levels of a type of antibody in the immune system increases the chance of having a stroke, one of the leading causes of death worldwide. The finding, published in the journal Stroke, signals hope for the development of a vaccine that can activate the body's natural defences against the condition.

          2010-02-16 - EU-funded researchers uncover origins of skin cancer

          EU-funded researchers have identified the cells that are at the origin of the most common form of skin cancer. Writing in the journal Nature Cell Biology, the researchers explain that basal cell carcinoma arises in the skin cells between hair follicles, and not in the hair follicles themselves, as was previously assumed. The findings not only shed light on the origins of skin cancer, but highlight the difficulties faced by researchers seeking to uncover the roots of other kinds of cancer.

          There may be hope for young adults suffering from type 2 diabetes, according to new research. Writing in the journal Diabetes Care, the researchers from Ireland, Spain and Italy investigated how new mechanisms in muscle cells may elucidate severe insulin resistance in the body, and showed a reduced response to aerobic exercise in young obese patients with type 2 diabetes. The study's results are part of the DIABESITY ('Novel molecular drug targets for obesity and type 2 diabetes') project, funded under the 'Life sciences, genomics and biotechnology for health' Thematic area of the EU's Sixth Framework Programme (FP6) to the tune of EUR 11.6 million.

          2010-02-19 - EU researchers tackle age discrimination in clinical trials

          Drug consumption is high among the elderly for obvious reasons. The question, however, is, why is this group excluded from clinical drug trials? The EU-funded PREDICT ('Increasing the participation of the elderly in clinical trials') project is determined to find the answer, and a charter that opposes discrimination against the elderly in clinical trials is underway. Funding for the project totals more than EUR 750,000 under the Health Theme of the Seventh Framework Programme (FP7).

          2010-02-23 - EU research identifies gene linked with irregular heartbeat

          A partially EU-funded team of researchers has identified the location of a gene that may have an important influence on the risk of atrial fibrillation (irregular heartbeat). The study was published in the journal Nature Genetics. The researchers hope their findings will lead to the development of new and more specific drugs for the treatment of atrial fibrillation. The study was part of two EU-funded projects: ECOGENE ('Unlocking the European Union convergence region potential in genetics'), and OPENGENE ('Opening Estonian genome project for European Research Area'), which received EUR 1.09 million and EUR 1.33 million respectively under the Regions of Knowledge budget line of the Seventh Framework Programme (FP7).

          Children can strengthen their fitness level and lose body fat if they participate in a structured physical activity programme, a new European research study has found. Presented in the British Medical Journal (BMJ), the study's findings could encourage schools across Europe to kick-start such programmes, effectively improving the health and fitness of youngsters and setting them on the road to a healthy adulthood.

          A team of French researchers has discovered that in a species of African mice the normal chromosome that determines sex is reversed.           Technological advances give the medical sector a huge boost, with people suffering from various disorders benefiting the most. A European team of researchers has developed a novel nanoscale scanning technique that gives experts a detailed look at how heart failure impacts the surface of a person's heart muscle cell. Presented in the Science journal, the findings may lead to better heart failure treatment and improved drugs that can slow the development of this serious condition.

          India and EU Member States have launched NEW INDIGO, a Networking Pilot Programme (NPP) on biotechnology and health. Their objective is to establish a joint infrastructure for advanced research in this growing and significant field. NEW INDIGO ('Initiative for the development and integration of Indian and European research') has received almost EUR 2.5 million under the 'Horizontal actions and measures in support of international cooperation' (INCO) priority of the EU's Seventh Framework Programme (FP7).

          Why have toads been so successful in populating so many corners of this world? An international team of researchers led by Vrije Universiteit Brussel in Belgium has found the answer: seven traits are responsible for their proliferation. The study, published in the journal Science, was partly funded by the EU through the TAPAS ('Tracing antimicrobial peptides and pheromones in the amphibian skin') project, which received EUR 900,000 from the European Research Council (ERC) under the Seventh Framework Programme (FP7).

          2010-02-19 - Up with biogas, down with petrol

          What do you think is more toxic to the environment? Petrol or biogas? New research from Sweden shows that petrol is more harmful since biogas from refuse generates 95% less greenhouse gas emissions; previously the figure was thought to be 80%. Giving an even stronger edge to biogas is the revelation that a few tweaks to biogas plants could boost this level to 120%, rendering biogas more than climate neutral. Researchers from Lund University in Sweden analysed a biogas plant in Scania on behalf of the Swedish Energy Agency to determine production emissions. The analysis performed at this plant will help researchers to further investigate and optimise other biogas facilities.

          2010-02-22 - Global warming 'Plan B' solution fails test

          A German-led team of scientists has given the thumbs down to an idea that would help tackle global warming by pumping clean water from the ocean floor up to the surface, effectively drawing down carbon dioxide (CO2) from the atmosphere. Computer simulations generated by the researchers show that the benefits of implementing the ambitious geo-engineering scheme are minor and the risks too high. Their findings are published in the journal Geophysical Research Letters.

          2010-02-22 - UN warns of looming surge in e-waste

          A landmark EU-funded report co-produced by the United Nations University (UNU) warns of a significant increase in waste from electronic products (e-waste) over the next decade. Soaring sales of mobile phones, computers and other electronic products is likely to impact public health and the environment in countries ill-equipped to properly handle the surge in waste material. Titled 'Recycling - from E-Waste to Resources', the report received funding from the European Commission's Directorate-General for the Environment. It was co-authored by EMPA (Swiss Federal Laboratories for Materials Testing and Research), Umicore, and UNU - all part of the global think tank StEP (Solving the E-waste Problem).

          2010-02-26 - AIRMEX cautions indoor pollutants are too high

          EU-funded research shows that many harmful air pollutants make their presence known more indoors than outdoors. AIRMEX (the 'European Indoor Air Monitoring and Exposure Assessment Project') investigated indoor air quality and personal exposure concentration by measuring 19 volatile organic compounds in indoor air, such as carbonyls, terpenoids and aromatics, in public buildings and kindergartens in a number of cities across Europe. AIRMEX is funded under the EU's Joint Research Centre (JRC).

          An international research team has successfully sequenced the wild grass Brachypodium distachyon, a grass species related to major cereal grains like wheat, barley and oats. Published in the journal Nature, the study's findings are part of the EU-funded AGRON-OMICS ('Arabidopsis growth network integrating omics technologies') project, which received EUR 12 million under the 'Life sciences, genomics and biotechnology for health' Thematic area of the EU's Sixth Framework Programme (FP6).

          An international team of scientists has sequenced the genome of the pea aphid. As well as shedding new light on insect ecology and evolution, the results could lead to the development of new ways of controlling aphids, which are major agricultural pests. The findings are published in the journal Public Library of Science (PLoS) Biology, while accompanying papers can be found in PLoS Genetics, Genome Biology and a special issue of Insect Molecular Biology.

          Over the next three years, an EU-funded team of scientists will develop a new composite material that could see a car's body parts double up as its own power source. The team also believes the material has the potential to be used in everyday products such as mobile phones and laptops. The STORAGE ('Composite structural power storage for hybrid vehicles') project has been funded EUR 3.37 million under the 'Transport' Theme of the EU's Seventh Framework Programme (FP7).

          2010-02-16 - Researchers reveal the camera of the future

          A UK research team has developed new technology that allows a high-resolution still image to be captured alongside very high-speed video, a revolutionary technique that could be used in the future in both science and industry. The research is published in the journal Nature Methods. The University of Oxford team developed the new technique by combining standard technologies found in ordinary cameras and digital film projectors. The result is a tool that will be able to transform current scientific imaging techniques and can provide both high-speed video and high-resolution still images from the same camera and at a reasonable price.

          People need neutrons to get an inside look at what atoms are and decipher what they do. But neutrons are limited in number. The EUR 1.5 billion ESS ('European Spallation Source') project is determined to guarantee the supply of neutrons for European scientists - for now and for the future. Fast on the heels of Japan and the US, Europe is set to build its own ESS, which will help Europe maintain its foothold in the field of neutron research.

          2010-02-17 - Scientists boost solar cell efficiency

          A German team of scientists has developed a technique to treat nanoparticle surfaces. This treatment boosts the efficiency of organic solar cells. Presented in the journal Applied Physics Letters, the work shows how 2% efficiency was obtained by using so-called quantum dots made up of cadmium selenide. The researchers from the Institute of Microsystem Technology (IMTEK) and the Freiburg Materials Research Center (FMF), both at the University of Freiburg in Germany, succeeded in breaking the previously held efficiency ratings of between 1% to 1.8%. The method is protected by patent.

      2010-02-11 - EU strengthens R&D ties with Egypt

      The European Union will offer EUR 20 million to Egypt to promote research and innovation, Ambassador of the European Delegation in Egypt Marc Franco announced at the first Euro-Mediterranean Innovation Marketplace in Heliopolis, Egypt in late January. The funds will be earmarked for the Research, Development and Innovation (RDI) programme that was established under the EC-EGYPT bilateral Science and Technology Cooperation Agreement in 2007.

      The Center for Strategy and Competitiveness (CSC) has, in cooperation with the Advisory Board of the European Cluster Observatory, recorded a three program series called "ON CLUSTERS". The first program covers different aspects of clusters and cluster dynamics, the second program discusses cluster policy in Europe, at the EU, national and regional levels, and the third program covers Cluster management, i.e. different aspects of setting up cluster initiatives and cluster organizations. The series will be launched on the European Cluster Observatory in late March 2010.

      2010-02-01 - Dedicated EU body needed to ensure enforcement of European waste law, says Commission study

      A European Commission study published today recommends setting up a dedicated European body to oversee the implementation and enforcement of EU waste law. The study is part of a series of steps being taken by the Commission to improve waste management and ensure it meets the standards set by EU legislation to protect citizens and the environment. Illegal dumping of waste continues on a significant scale, many landfill sites are sub standard and in some Member States basic waste infrastructure is still missing. Illegal waste shipments are also a concern. A second report published today reveals that almost one fifth of waste shipments inspected as part of recent enforcement actions in Member States were illegal.

      2010-02-12 - Nitrate pollution declines but there's room for improvement

      A new European Commission report says that nitrate levels in EU waters are falling, which is good news for the environment and proves that legislation in recent years to stop nitrate levels from becoming too high is working. The report also says, however, that in some regions nitrate levels are still too high exceeding EU water quality standards. Farmers in these regions also need to continue to adopt more sustainable practices.

      Cancer continues to rear its ugly head in Europe. This devastating disease not only plays havoc with people's lives, but also puts a major dent in the economy. Writing in the journal ecancermedicalscience, experts are calling on governments to take a stronger role in research through direct and indirect incentives, and are pushing for clear models for international public-private partnerships in cancer research.

      2010-02-08 - New logo selected for all EU organic products

      The European Commission today officially announced the winner of the EU organic logo competition. Over the past two months, some 130,000 people have voted online to choose the new organic symbol from three finalists. The winning design is by Dusan Milenkovic, a student from Germany, who gained 63% of the overall vote for his “Euro-leaf” logo. From 1st July 2010, the organic logo of the EU will be obligatory on all pre-packaged organic products that have been produced in any of the EU Member States and meet the necessary standards. It will be optional for imported products. Other private, regional or national logos will be allowed to appear alongside the EU label. The organic farming regulation will be amended in the coming weeks to introduce the new logo into one of the annexes.

      2010-02-17 - Commission creates two new Directorates-General for Energy and Climate Action

      The European Commission has today taken a number of decisions to implement the organisational consequences of the allocation of portfolios to Commissioners. Two new Directorates-General have been created: DG Energy (ENER) and DG Climate Action (CLIM). The Energy DG consists of the departments in the former Transport and Energy DG dealing with energy issues and of the Task Force Energy which will be transferred from the External Relations DG. The position of Director-General will be assumed by Philip Lowe, a British national, currently Director-General in DG Competition. The departments responsible for transport policy will remain in the renamed Mobility and Transport DG (MOVE). The Climate Action DG will be created from the relevant activities in DG Environment, the activities in the External Relations DG related to international negotiations on climate change and the activities in the Enterprise and Industry DG related to climate change. Jos Delbeke, a Belgian national and currently Deputy Director-General in the Environment DG, has been appointed Director-General of the Climate Action DG.

      2010-02-25 - Commission adopts biomass sustainability report

      The Commission today adopted a report on sustainability requirements for the use of solid biomass and biogas in electricity, heating and cooling. The report makes recommendations on sustainability criteria to be used by those Member States that wish to introduce a scheme at national level, in order to avoid obstacles for the functioning of the internal market for biomass.
