2009-11-11 - Plenary Session - Brussels
The twentieth anniversary of the democratic revolutions behind the Iron Curtain was marked this week in a two day session of the European Parliament on Wednesday and Thursday (11-12 November). Czech dissident playwright turned President, Václav Havel, joined others to mark the occasion. Europe's climate change position ahead of the Copenhagen earth summit and the EU's top jobs were also debated in Brussels as MEPs considered the results of the last European summit.

The EU membership hopes of countries like Croatia and Turkey were weighed up by MEPs Thursday (26 November) in a parliamentary resolution. The need to fight corruption and strengthen the rule of law were key considerations for the House. With the UN climate conference approaching Members called Wednesday for emissions cuts of 80% by 2050 and funding for developing countries. Tuesday saw MEPs back an overhaul of Europe's telecoms market, which should increase competition between phone companies.

2009-11-03 - New study sheds light on influenza outbreak dynamicsAn international team of scientists has developed a new model to help predict influenza outbreaks and the efficacy of vaccines in treating them. The partly EU-funded study, published in the journal Science, links the evolution of the virus to the immunisation rates needed to prevent an outbreak in the population. The findings could ultimately increase our understanding of the dynamics of a wide range of infectious diseases.

A team of researchers studied the role of the hormone serotonin, which is stored in the pancreas along with insulin, to see if its absence had any effect on insulin production. Their results showed that the absence of serotonin in the pancreas of mice led to their rapidly developing diabetes. The results, published in the journal Public Library of Science (PLoS) Biology, offer a promising new direction in diabetes research.

The studies reveal that the genetic sequence of the lung cancer cell line bears all the hallmarks of DNA damage caused by tobacco smoke, while many of the mutations in the melanoma tumour are characteristic of the kind of damage inflicted on DNA by exposure to ultraviolet (UV) light. 2009-11-04 - EU setting the future in motionElectric vehicles are the future and researchers are working on developing such cars to fuel technology and protect the environment. Rising to meet this challenge head on is the E3CAR ('Energy efficient electrical car') project, funded in part by the EU and ENIAC (the European Nanoelectronics Initiative Advisory Council). Its objective is the development of nanoelectronics technologies, specifically for electrical and hybrid vehicles. E3CAR will boost the efficiency of electrical cars using advanced semiconductor components. The results will help Europe gain a solid foothold on such technologies.

An international team of scientists is baffled by the presence of the ribbon, which was not seen by the two previous Voyager satellite missions, and further investigation into its role may lead to exciting new evidence on how the heliosphere really operates. The findings were published in the Science journal.

2009-11-19 - Europeans tackle wind turbine developmentResearchers at Risø DTU (the National Laboratory for Sustainable Energy at the Technical University of Denmark) and their European colleagues have discovered a way to develop a more reliable wind turbine design. By taking detailed measurements of the load distribution on a 10-metre-long wind turbine blade under natural wind conditions, the team can offer precise information concerning the wind flow over the wind turbine blade surface. The research is part of two EU-funded projects: UPWIND and TOPFARM, with support totalling EUR 14.6 million and EUR 1.7 million, respectively.

The Council has today unanimously adopted conclusions on an enhanced patent system in Europe. The package agreed covers major elements to bring about a single EU patent and establish a new patent court in the EU. Both together will make it less costly for businesses to protect innovative technology and make litigation more accessible and predictable. Today's agreement will pave the way for solving the outstanding issues to achieve a major reform of the EU patent system in the near future.

EU ministers have committed to developing smarter online public services for citizens and businesses by 2015. At the fifth Ministerial eGovernment Conference in Malmö (Sweden) today, EU ministers outlined a joint vision and policy priorities on how this should be delivered. eGovernment is a key step towards boosting Europe's competitiveness, benefiting from time and cost savings for citizens and businesses across Europe.

How will economic policies adapt in 2020 when a quarter of the EU population is over 65? Can economics better predict how banks will react to credit crunches in the future, and what their impact will be on the wider economy? How will the economy work when dwindling natural resources make it harder to satisfy our energy needs? The European Commission today unveiled breakthrough research that could help economists answer questions like these by using economic simulation software. Produced by an EU-backed research project worth €2.5 million that came to a successful end today, the software applies simulation technology also used for computer generated images (CGI) in movies. It predicts the interaction between large populations of different economic actors, like households and companies, banks and borrowers or employers and job-seekers, who trade, and compete like real people. By giving each simulated agent individual and realistic behaviour and interactions that show how markets will evolve, these massive scale simulations can better test new policies tackling future societal challenges.

New EU telecoms rules will officially become EU law tomorrow following their publication in today's Official Journal of the European Union. The new rules composed of the Better Regulation Directive and the Citizens’ Rights Directive will need to be transposed into national laws of the 27 EU Member States by June 2011. The new Regulation establishing the new European Telecoms Authority called "Body of European Regulators for Electronic Communications (BEREC)" is directly applicable and will enter into force in 20 days. BEREC will provide a force for consistent regulation across Europe strengthening the single telecoms market. This final step in the EU legislative process follows the final agreement between the European Parliament and Council in November ( IP/09/1812 ) .

The European Commission reports good progress in the implementation of the Small Business Act (SBA) in 2009. The consensus on the SBA and the adoption of an Action plan to better assist SMEs in coping with the economic and financial crises has triggered impressive progress on the EU level as well as in the Member States. 2009-11-09 - Pollution: new European register gives public access to information on emissions from European industrial facilities
The European Commission and the European Environment Agency today launched a comprehensive new European pollutant release and transfer register – E-PRTR. The register contains information about the emissions of pollutants to air, water and land by industrial facilities throughout Europe. It includes annual data for 91 substances and covers more than 24 000 facilities in 65 economic activities. It also provides additional information, such as the amount and types of waste transferred from facilities to waste handlers both inside and outside each country.

The European Commission will tonight present awards to European companies and public authorities for outstanding achievements in environmental management. The annual European Eco-Management and Audit Scheme (EMAS) Awards celebrate and promote best practice in managing the environment. More than 7,400 sites are now registered under the scheme. This year, thirty-two organisations from 12 European countries have been nominated for awards. The nominees include a cooperative of olive farmers, a glass recycling company and a hotel. Prizes are given in five categories. The award ceremony will take place at the National Museum of Sweden in Stockholm

As governments meeting in the Danish capital of Copenhagen work to hammer out a global deal to tackle climate change, new figures from the World Meteorological Organization (WMO) place 2009 among the top 10 hottest years since records began in 1850. The figures show that temperatures are rising steadily, with the years from 2000 to 2009 hotter than the 1990s, which were in turn hotter than the 1980s. Meanwhile, scientists have developed a new tool that demonstrates the scale of the impacts of climate change.

Today, the European Commission adopted a financial package of €275 million to support programmes to eradicate, control and monitor animal diseases in 2010. The 224 annual or multi-annual programmes which were selected for EU funding will tackle animal diseases that impact both human and animal health. The large EU contribution towards these programmes reflects the high level of importance attached to disease eradication measures, for the protection of both animal and public health.

2009-12-02 - Road safety in Europe: a priority for the coming decade
In 2008, 39 000 European citizens died in road accidents. The EU objective to halve the number of deaths in road accidents by 2010 (i.e. 27 000 deaths) will be a difficult target to achieve. The European Commission is hosting today a conference on the results of the public consultation preceding the drafting of the European Road Safety Action Programme 2011-2020. More than 400 stakeholders with different backgrounds will discuss the problems and the state of play in road safety in the European Union.

European Commission Vice-President Antonio Tajani today attended the start of works for an urban highway tunnel in Maastricht (The Netherlands) that removes the last traffic lights on a vital trans-European north-south road link. The works are co-funded by the European Commission under the European Economic Recovery Plan 1 (EERP) Call launched on 30 March 2009. The EERP's TEN-T projects, such as the Maastricht tunnel, aim to boost the European economy following the financial and economic crisis by increasing Community investment in strategic sectors such as infrastructure – giving a positive after-effect on European mobility as a whole.

Today, the European Commission's Directorate General for Agriculture and Rural Development issued a report with the reactions to the 39 simplification suggestions which Member States jointly submitted to the Commission in April. The working document provides information on the outcome of the assessment process and a state-of-play on the progress made since March 2009.The report will be discussed during the Agriculture Council in December.

The Rural Development Committee approved a second wave of proposals from Member States/regions for using EU Recovery Plan and CAP Health Check funding for addressing through rural development policy crucial issues such as fast EU recovery from the economic crisis and climate change. This saw almost half of the rural development programmes being already modified and ready to support and/or re-enforce investments in broadband, climate change, renewable energies and dairy restructuring. The decisions taken so far will put about € 1.6 billion of fresh EU money into the rural development budget of more than € 90 billion for the period 2007 - 2013. The remaining additional budget is to be programmed in the following months.

Starting today, the European Commission’s Directorate-General for Agriculture and Rural Development invites all Europeans to cast their vote in the final stage of the EU organic logo competition. The website http://ec.europa.eu/agriculture/organic/logo/index.htm will host the online vote where the three final logos will be displayed until 31 January. The new logo aims to enhance consumer protection and promote organic farming. Unlike the current logo, the winning entry will be obligatory for all pre-packaged organic products that derive from the 27 Member States and meet the labelling standards.

Energy Commissioner, Andris Piebalgs, and the Russian Minister for Energy, Sergei Shmatko, have signed today in Moscow the Memorandum on an Early Warning Mechanism that includes a clear definition of the circumstances that would trigger the activation of the mechanism, in terms of what constitutes a "significant disruption of supplies", be it due to maintenance of relevant infrastructure, accidents, or commercial disputes. On the same occasion, both parties also signed the 10th progress report of the EU-Russia Energy Dialogue.

Energy Commissioner, Andris Piebalgs welcomes the political agreement on energy performance of buildings reached yesterday by representatives of the European Parliament and the Council. The agreement will greatly contribute to achieving EU Climate and Energy objectives for 2020 and to boost European economy. The agreement will strengthen the building codes and energy performance requirements for buildings across the EU and fixes 2020 as deadline for all new buildings to be nearly zero energy buildings.

The European Commission presents today a staff working paper that aims to be the basis of discussion on the ways to better tackle the growing health problem of anti-microbial resistance (AMR). Each year about 25,000 patients die in the EU from infections caused by micro-organisms that have developed resistance to antimicrobial medicines. It is also estimated that every year AMR costs 1.5 billion euros in healthcare expenses and productivity losses. The Commission's document provides an overview of the activities already undertaken by the European Union to address the AMR problem and identifies areas where further reflection could help the efforts to come up with solutions. It concludes that, although progress has been made in certain areas, further actions are needed to improve the assessment and management of AMR.

Member States decided today that the new Agency for the Cooperation of Energy Regulators (ACER) will have its seat in Ljubljana, Slovenia. Energy Commissioner Andris Piebalgs welcomed this decision as it paves the way for the timely setting up of the Agency and thus the effective implementation of the Third Legislative Package on the Liberalisation of the Energy Markets. According to the founding regulation of ACER, the Agency needs to be fully operational as of 3 March 2011. ACER will then complement and coordinate the work of National Regulatory Authorities. Its competences will include the participation in the creation of European network rules, taking binding individual decisions on cross border energy infrastructure and giving advice on various energy related issues to the European institutions.

As the COP15 United Nations Climate Change Conference (UNCCC) starts today in Copenhagen, the European Union is again showing its leadership in tackling climate change with the European Commission announcement that the number of signatories to the Covenant of Mayors on sustainable energy has reached 1000. The German city of Rostock today became the 1000 th signatory and is now fully committed to going beyond the EU 20% reduction target for CO 2 emissions.

The European Commission and the European Investment Bank (EIB), the bank of the EU Member States, have launched a grant aid initiative to help local and regional authorities make investments in energy efficiency and renewable energy. The global fight against climate change is a top priority for the European Union and it is acknowledged that local actors will play a significant role in meeting this challenge. The European Local Energy Assistance (ELENA) facility is designed to help cities and regions, through the provision of technical assistance, structure and implement projects in the most efficient way so they can attract outside finance.

The Commission welcomes the conclusions of the General Affairs and External Relations Council of 16/17 November, , which acknowledge the progress achieved in the field of the Integrated Maritime Policy over the past two years and endorse the integrated approach to maritime affairs. In its conclusions, the Council referred both to last month's IMP progress report submitted by the Commission and to the recent Communication on the integration of maritime surveillance.
